SGVCOG Executive’s Home, Office Searched by DA

Sandi Gibbons, Director of Communicationsa at the LA County DA’s office confirmed Wednesday that the District Attorney’s Bureau of Investigation served warrants Wednesday morning related to a conflict of interest investigation by the Public Integrity Division involving Nick Conway and the San Gabriel Valley Council of Governments. Investigators served warrants at Conway’s home and the offices of Arroyo Associates. The DA’s office would not give out further information due to the ongoing criminal investigation
Nicholas T. Conway is the President of Arroyo Associates, Inc. As a management consultant with over 30 years of public sector experience, he has conducted hundreds of organizational, operations, and management studies of virtually every local government function. Prior to forming Arroyo Associates in 1990, Conway was the Principal-in-Charge of the government consulting practice of the Los Angeles office of Arthur Young & Company. In his capacity as the Executive Director of SGVCOG he “fosters inter-agency and regional coordination to ensure the effective planning and provision of various public services.” According to the website
Conway has also served as one of the founders of the Vermont Slauson Economic Development Corporation in South Central Los Angeles and the Amateur Athletic Foundation Rose Bowl Aquatic Center in Pasadena, and served as a board member of the Pasadena Child Guidance Clinic where he assisted in its reorganization into the Pacific Clinics
The often criticized SGVCOG has been under the scutiny of many, particularly in Sierra Madre in recent years. John Harabedian is delegate for Sierra Madre and Nancy Walsh is the alternate.
Conway is a contracted executive director for the SGVCOG and provides staff for the organization with his company, based in Alhambra.

Mary Ann Lutz is the Mayor of Monrovia and was elected as 1st vice president of the SGVCOG in 2012. Mary Ann has served as the Mayor of Monrovia since 2009 and was first elected to the Monrovia City Council in 2003. Mary Ann also served as the chairperson of the SGVCOG EENR committee from 2007-2011. She is also a representative to the Gold Line Phase II Joint Powers Authority, a representative to the Los Angeles County Sanitation Districts, and is a member of the U.S. Conference of Mayors. Becky Shevlin is alternate.
Joseph Gonzales is a Councilmember of South El Monte and serves San Gabriel Valley Council of Governments as the 2nd Vice President. At the end of his present term in 2013, Councilman Gonzales will have a served for 17 years on the South El Monte City Council. Joseph represents the City of South El Monte on various regional and state boards working on economic development, housing, transportation and state legislation.
Barbara Messina is the Vice Mayor of Alhambra and was elected as President of the SGVCOG in 2012. Barbara has served on the Board of SGVOG since July 2009. She was first elected to the Alhambra City Council in 1986, and served as Mayor for three terms. Barbara also represents District #34 as a member of SCAG’s Regional Council and its Transportation and Communications Committee. She is also past President of the Independent Cities Association.
Peter Amundson of Arcadia is a delegate and alternate is Bob Harbict.
Temple City is represented by Fernando Vizcarra and alternate is Tom Chavez.
In Pasadena Terry Tornek is Delegate and Mc Austin is alternate.
COG is a joint powers authority, and over 30 cities, three county supervisors and three water agencies are members from Pasadena to Claremont to Diamond Bar to Montebello.
