Arcadia PD
Sunday, December 23:
At about 12:16 a.m., officers responded to the WB 210 Freeway Santa Anita Avenue off-ramp regarding a vehicle blocking traffic. Upon arrival, officers discovered the female driver was asleep behind the wheel, with the car in drive and her foot on the brake. After several attempts to wake her, the driver ultimately responded to the officers’ attempts. Further investigation revealed the driver was under the influence of alcohol. The 21-year-old, Filipino female was subsequently arrested for drunk driving and transported to the Arcadia City Jail for processing. Shortly after 3:00 a.m., officers were dispatched to the 2000 block of Bella Vista Drive in reference to an argument that turned into a physical fight. During the fight, two victims were punched and pushed to the ground by the suspect who subsequently fled the scene. The suspect was described as a 20-30-year-old, Black female, 5’5 ft., about 200 lbs.
Monday, December 24:
At approximately 2:20 a.m., am officer responded to the 600 block of W. Huntington Drive in regard to a residential burglary. Investigation revealed the victim came home and contacted a male suspect sitting in the living room. The victim told the suspect to leave and he complied, but remained in the area outside the home. Upon arrival, the officer contacted the suspect and subsequently arrested the 22-year-old, Hispanic male for suspicion of residential burglary. At about 12:12 a.m., officers conducted a traffic stop on a reported stolen vehicle in the area of Huntington Drive and Santa Anita Avenue. During a consensual search of the vehicle, officers discovered methamphetamines and several credit card numbers. Further investigation revealed the driver had an outstanding felony warrant. The 26-year-old, Hispanic female driver and the 26-year-old, Hispanic female passenger were arrested and transported to the Arcadia City Jail for booking.
Tuesday, December 25:
Around 6:12 p.m., officers responded to the 000 block of W. Palm Drive in reference to a residential burglary. Officers discovered the suspect(s) entered the home through a broken, rear glass sliding door and exited through the front door. The rooms did not appear to be ransacked, and it is unknown if any property was stolen. At approximately 7:19 p.m., an officer was dispatched to the 900 block of W. Huntington Drive regarding an assault with a deadly weapon. Investigation revealed that a male suspect knocked on the front door of a residence, shot three air-soft pellets from a BB gun, and hit one of the residents on the forehead causing minor injuries. The suspect was described as a White male, between the ages of 15-20, long, dark hair, slender build, and was seen fleeing the location in a an older model white vehicle.
Wednesday, December 26:
Around 2:46 p.m., officers were dispatched to 24 Hour Fitness, 125 N. First Avenue, in reference to a fire in the parking structure. Investigation revealed a vehicle was on fire on the ground level of the parking structure. The gym was evacuated and the Arcadia Fire Department extinguished the fire. There were no injuries reported. At about 11:10 p.m., officers conducted a traffic stop on a vehicle for a missing front license plate in the area of E. Duarte Road near Santa Anita Avenue. During their investigation, officers discovered the driver was under the influence of alcohol. The 41-year-old, White male was subsequently arrested for drunk driving and transported to the Arcadia City Jail for processing.
Thursday, December 27:
At approximately 7:19 p.m., an officer was dispatched to the 1400 block of S. Sixth Avenue regarding a physical altercation between two male suspects. Investigation revealed that one of the suspects was armed with a screwdriver and the other suspect was armed with an axe handle. Then 24-year-old, White male and the 31-year-old, Hispanic male were arrested for assault with a deadly weapon and transported to the Arcadia City Jail for booking. Around 8:19 p.m., an officer conducted a traffic stop on a motorcycle for failing to signal in the area of Huntington Drive and First Avenue. A records check revealed the motorcyclist had an outstanding warrant, and was driving with a suspended license. Further investigation revealed the motorcyclist was in possession of a knife. The 38-year-old, White male was arrested for carrying a concealed dagger and for having an outstanding warrant, and was transported to the Arcadia City Jail for processing.
Friday, December 28:
At about 6:25 p.m., officers were dispatched to Arcadia Fitness Sports Club, 56 E. Duarte Road, in reference to a theft. Investigation revealed that a male suspect broke into several lockers, stole wallets, keys and clothing, and fled the location in a blue Nissan Altima. The suspect is described as a Black male, late twenties, wearing a light-colored knit cap, dark shirt and jeans, and can be identified if seen again. Around 7:40 p.m., an officer responded to the 600 block of W. Lemon regarding a residential burglary. Investigation revealed that suspect(s) pried opened the garage door, entered through an unlocked door leading into the home, and ransacked several rooms. There were no witnesses or surveillance cameras, and it was unknown if any property was stolen.
Saturday, December 29:
At approximately 5:58 p.m., officers were dispatched to the 700 block of S. Golden West Avenue regarding domestic violence between a boyfriend and girlfriend, in which the boyfriend was the aggressor. Investigation revealed that the boyfriend became upset, pushed the girlfriend against a wall and dragged her by the hair before leaving the scene. The victim requested an Emergency Protective Order and desires prosecution. At about 9:10 p.m., officers responded to the area of Third Avenue and Bonita Street in reference to a suspect vandalizing street poles. During the investigation, the suspect initially non-compliant with the officers’ orders, refusing to place his left arm behind his back. The 30-year-old, White male was consequently arrested for delaying officers in the course of their duties and for vandalism, and was transported to the Arcadia City Jail for booking.

December 8 at 5:12 a.m., an employee at a business in the 100 block of West Foothill called to report that the glass front window of the neighboring business had been smashed. Officers responded and checked for any evidence. The investigation is continuing.
Commercial Burglary – Suspect Arrested
December 8 at 7:06 p.m., a burglary was reported at a business in the 300 block of West Huntington. A male suspect entered the business and went directly to an isle, where he placed two three-packs of beer under his sweater. A store employee observed him leaving the store without attempting to pay and pursued him. The suspect was apprehended by the store employee and convinced to return to the store. He admitted to entering the store with the intent to steal the beer without any means or intent to pay for it. He was arrested and charged with burglary.
Possession of a Controlled Substance – Suspect Arrested
December 8 at 9:36 p.m., the Monrovia Special Enforcement Team was assisting the El Monte Police Department in the containment of an armed robbery suspect and they were checking cars leaving the area for the suspect. They observed a driver nearly collide with the car in front of him as he was talking on his cell phone. They stopped him and while investigating the driver for possible driving under the influence, they observed a small baggie containing a white crystalline substance on the seat of the car. The substance turned out to be methamphetamine. The driver was arrested and charged with possession of a controlled substance.
Traffic Collision – Light Signal Damaged
December 10 at 12:27 a.m., a male driver who was not paying attention to his driving while looking for a gas station collided into a light signal mounted on a center island. The signal was damaged and will need to be replaced. The Monrovia Fire Department and Southern California Edison responded to turn off the power to the loose wires.
Driving Under the Influence – Suspect Arrested
December 10 at 2:17 a.m., a male driver stopped his vehicle in the middle of the roadway at Mayflower and Duarte Road, turned the ignition off and fell asleep, leaving his headlights on and the car in drive with the keys in the ignition. Passersby called police to check on the welfare of the subject. When officers arrived, they discovered the driver was heavily intoxicated. He was arrested for driving under the influence.
Possession of Methamphetamine for Sale – Suspect Arrested
December 11 at 12:28 a.m., police received a call reporting suspicious individuals in the 300 block of West Palm. When officers approached, they saw a male subject hide something in a bush. Methamphetamine and cash was recovered. The suspect, who is currently on parole, was arrested and taken into custody.
Vehicle Burglary
December 12 at 5:07 a.m., a vehicle burglary was reported by a resident in the 500 block of Date Court. The vehicle was parked on the second level of a parking structure between midnight and 5:00 a.m. The victim reported that he locked his vehicle. There were no signs of forced entry. Tools were stolen from the vehicle. Investigation continuing.
Hot-Prowl Burglary
December 12 at 11:26 p.m., a hot-prowl residential burglary was reported in the 1300 block of South Primrose. The victim left for work at 8:00 a.m. She locked her bedroom door before leaving. When she returned at 11:15 p.m., she found her bedroom had been ransacked and her jewelry had been stolen. The suspect had removed the screen from an unlocked rear window to enter the bedroom. The victim’s mother was in the house when the crime occurred, but did not hear or see anything suspicious. Another family member was in the rear house, which faces the point of entry. The family’s dogs were heard barking at approximately 4:00 p.m., but no one checked to see what was disturbing them. Investigation continuing.
Driving Under the Influence – Suspect Arrested
On December 14 at 12:52 a.m., an officer observed a driver go through a stop light at Huntington and Magnolia. He conducted a traffic stop on the vehicle, and the investigation determined the driver was driving under the influence of alcohol. The driver was arrested and taken into custody.

On December 14 at 5:50 a.m., an officer observed a driver go through the stop sign at Mountain and Foothill. He stopped the driver and conducted a DUI investigation. The driver was determined to be driving under the influence and was arrested.
Commercial Burglary – Suspect Arrested
On December 14 at 6:29 p.m., a burglary was reported at a business in the 100 block of West Foothill. A male suspect entered the store, concealed alcohol under his clothing and fled the location. Loss prevention chased the suspect, caught him and called police. The suspect admitted to entering the store with the intent to steal alcohol as he had no money to pay. He was arrested and charged with burglary.
Weapons Violation / Warrants – Suspects Arrested
On December 15 at 3.20 p.m., officers conducted a traffic stop on a vehicle occupied by two male subjects in the 200 block of East Huntington. Both occupants had outstanding warrants, and the driver had a suspended driver’s license. Upon searching the vehicle, the officers located metal knuckles beneath the center bench seats. The driver claimed ownership of the metal knuckles and was additionally charged for the weapons violation. Both subjects were arrested.
Monrovia Police Department Providing Police Presence at City Schools
Our hearts go out to all touched by the tragedy that has occurred in Newtown, Connecticut. This horrific event has affected us all. Safety in our schools has always been, and continues to be, a high priority for law enforcement. In response to this senseless act of violence, the Monrovia Police Department is providing an increased police presence at schools throughout the city. Patrol officers have been instructed to periodically visit and touch base with all schools in the city during daytime hours. The visits will be random and will occur at various times and locations. This increased visibility is meant to help comfort and calm the fears of the children, parents, and school staff, alike. The Monrovia Police Department trains annually to deal with incidents of violence that might occur at a school. The department has a tremendous collaborative working relationship with the Monrovia Unified School District. Police Department and school staff meet and train regularly to ensure employees are prepared to deal with these rare, but critical, types of incidents. Police officers conduct scenario training, yearly, at actual school campuses throughout the district, and each school in the district has prepared a crisis response box for the Police Department with information necessary to deal, immediately, with any incident at any school.

Sierra Madre PD
December 26
At approximately 8pm, unknown suspect(s) smashed the rear window of a vehicle parked in a carport in the 100 block of East Highland Avenue. A neighbor reported seeing a black Toyota Echo or similar type vehicle parked in the alleyway just minutes before hearing the window being smashed. During the night, unknown suspect(s) entered an unsecured apartment located in the 300 block of North Lima Street and selectively rummaged through a desk and backpack. The apartment owner was asleep in an adjacent room and discovered the crime when he woke the next morning. Some of the victim’s belongings were found scatteredoutside around the lot and it appears the suspect(s) also entered an unsecured garage located on the property. Several items of value were left untouched and at this time only a cell phone and motorcycle helmet are reported missing. During the same evening, a vehicle was stolen from a carport in the 700 block of west Sierra Madre Boulevard. The victim parked the vehicle at approximately 11pm and discovered it missing at 8:30am the following morning. The vehicle was locked and all the vehicle keys have been accounted for.
December 27
At 11pm, a Sierra Madre Police unit was eastbound on the 210 Freeway at Rosemead; stuck in heavy traffic that was the result of Gold Line construction. The officer’s attention was drawn to a Red Honda Civic also stopped in traffic. The officer made a license plate check and learned that the vehicle was a reported stolen vehicle from El Monte. The driver maneuvered the Honda over to the number 2 lane in a manner that suggested he was trying to evade the officer in this congestion. As the officer was attempting to change lanes, the suspect suddenly cut across the number 3 and 4 lanes and onto the auxiliary exit only lane for Baldwin Avenue. The suspect used this lane to accelerate away from the officer. In doing this, the suspect nearly collided with several stopped vehicles and used the shoulder of the freeway to go around several vehicles. The officer initiated a vehicle pursuit of the suspect and communicated the situation to Arcadia and Sierra Madre police units. The suspect exited the freeway at Baldwin Avenue travelling at an unsafe speed and turned northbound. Additional Sierra Madre PD units were waiting at the bottom of the ramp and joined the pursuit. The pursuit travelled north on Baldwin Avenue, west onto Foothill Boulevard and then north again on Baldwin Avenue. The suspect turned left into the Anoakia Housing Complex, abandoned the vehicle and ran into the housing complex after scaling a wall. Units from Arcadia PD assisted in cordoning off the area and within minutes the suspect was observed walking in the area of Foothill Boulevard and Don Pablo. The suspect was taken into custody without incident. The suspect (Terrance Draper, 28 years of age) was arrested for Grand Theft Auto and booked at Pasadena Jail. Additional charges for possession of Methamphetamine and possession of stolen property will be forwarded to the District Attorney’s Office for consideration.
