Suspect From Fatal Hit And Run Collision in Pasadena Arrested

The suspected driver and vehicle believed to have been involved in Sunday’s hit-and-run incident was located at a residence in the 800 block of N. Oakland Avenue in Pasadena, according to the Pasadena Police Department.

Francisco Javier Soto Cedillo, a 24 year-old Pasadena resident, was arrested without incident. Cedillo was booked in the Pasadena City Jail for vehicular manslaughter, felony hit and run, and an outstanding warrant for driving under the influence of an alcoholic beverage. He is being held on $85,000 bail.

On Sunday, Oct. 21 at about 7:20 p.m., Police and Fire Department personnel responded to the 1100 block of North Fair Oaks Avenue regarding a report of a pedestrian struck by a vehicle. Upon arrival, 27 year-old Jessica Rivas Torres was found unresponsive suffering from major injuries. Fire Department personnel were unable to revive Torres and she was pronounced deceased at the scene.
