Sitting in the ‘Bank of America only’ parking lot on Baldwin Avenue in Arcadia, we ventured off for a bite to eat. Luckily, there’s a half-an-hour delay with their towing system. Apparently for some unknown reason, the Whittier Police Department is in control of parking violations here!
