Manuel Cid has been named finalist to be the next police chief of the Anaheim Police Department.
With City Council consideration of an employment agreement and completion of pre-employment requirements, Cid could start Dec. 29.
Cid currently serves as chief of police of the Glendale Police Department, a position he’s held since January 2023.
He previously served as chief of the Culver City Police Department from 2020 to 2023.
In all, Cid has more than 20 years of law enforcement experience, most with Culver City Police Department, where he advanced through the ranks from patrol to command staff with experience in enforcement operations, investigations, administration and professional standards emergency management and work with multiple local, state, and federal taskforces.
At Glendale, Cid currently oversees a police department of 450 people, including 300 sworn police officers, detectives, K-9 officers, pilots, SWAT, motor officers and more.
Pending final employment screening and any council approval of an employment agreement, Cid would oversee 600 employees including more than 400 sworn police officers, detectives, investigators, pilots, mounted unit officers and horses, K-9 officers, SWAT personnel and command staff.
His finalist selection follows the announced retirement of Chief Rick Armendariz, who has led the department since 2023 and announced his plans to step down in July.
Armendariz continues to manage the department as interim chief during a transitional recruitment and hiring of his successor.
Cid’s finalist selection follows months of stakeholder outreach, community input and candidate recruitment as part Anaheim’s “Our Next Chief” process.
Anaheim contracted with Public Sector Search & Consulting of Rockland, Calif., in the Sacramento area, to lead an expedited recruitment, which started in September following talks with Anaheim’s police union and other stakeholders in August.
Five community meetings, two online and three in person, were held in October, in addition to information shared at the city’s community open houses in October.
In addition to Cid’s law enforcement career, he holds a master’s in public administration and organizational leadership from National University and a bachelor’s in political science from Whittier College.
He is also a graduate of the FBI National Academy.
Cid, who informally goes by Manny, is a proud first-generation Cuban American fluent in Spanish and an avid sports fan who enjoys spending time with his family.
He is set to come in at an annual salary of $367,439 within Anaheim’s range for a chief of police.
