Pasadena’s Phlunte’ Riddle Appointed to the State Juvenile Parole Board

Phlunte’ Riddle, 60, owner of Phlunte’ Riddle Leadership Consultants since 2013, has served as an external affairs consultant to State Assemblymember Chris Holden from 2018 to 2019 and as director of his district office from 2017 to 2018, where she was a senior field representative from 2016 to 2017. She was interim executive director of the YWCA Pasadena-Foothill Valley Chapter in 2013. Riddle served in several positions at the Pasadena Police Department from 1984 to 2012, including as a police officer, investigator, sergeant, lieutenant, public information officer and adjutant to the chief of police. She earned a Doctor of Psychology degree in organizational management from Phillips Graduate Institute.

This current position requires Senate confirmation and the compensation is $159,068. Riddle is a Democrat.

The Board of Juvenile Hearings (Board) conducts a number of hearings with youth under the jurisdiction of the Division of Juvenile Justice (DJJ). These hearings include:

  • Initial Case Reviews, held within 45 days of a youth’s arrival in DJJ.
  • Annual Case Reviews, a yearly check-in on a youth’s progress.
  • Discharge Consideration Hearings, to determine whether a youth is ready for release from DJJ to county probation supervision.
  • Honorable Discharge Hearings to former DJJ youth who have completed probation and been in the community for at least 18 months.

The Board’s workforce includes an executive officer and three commissioners, appointed by the governor and subject to senate confirmation, civil service hearing officers, and administrative staff.

The Board holds monthly board meetings that are open to the public. Most board meetings are held at DJJ headquarters in Elk Grove, Calif., although they may be conducted in other locations.
