Monrovia Apartment Complex Project Receives Positive Feedback

Last week, a scoping meeting was held as a preliminary public introduction for a proposed 296-unit apartment complex located at 225 West Duarte Road.  The City has been working with the Richman Group on the proposed development project, which is situated on a +/- 3.5-acre site just south of the Monrovia Gold Line Station, on the parcels highlighted in the photo.

There was a good turnout for the scoping meeting, with around three to four dozen people in attendance to hear more about the proposed initiative.  Participants were able to see project renderings and hear from the Richman Group, as company representatives discussed their intentions for the planned apartment complex.  In addition, those in attendance were able to meet the project architect and environmental review team.

During the discussion, representatives from the Richman Group shared that their total costs for developing the project are expected to be north of $110 million, and that if everything goes well, the project timeline would allow for their development to be entitled this calendar year, with construction set to begin in late 2018 / early 2019.

As a reminder, the overall project proposes to construct a residential building that would be five-stories tall at its highest point, and would also incorporate a seven-story parking structure.

The overwhelming consensus about the project from those in attendance was positive, and received many comments from individuals excited to see the Station Square area continue to develop as the master plan for the area envisioned.  In addition, other key comments we heard at the meeting include:

– Develop access to the Gold Line Station from south of the tracks.

– Continue to work on refining the design of the building.

– Ensure we take parking related issue into account as part of our assessment.

– Review the size / massing of the project to consider impacts on surrounding neighborhoods.

During the next few weeks, staff will be working with the Richman Group to review all of the feedback received during the scoping meeting, and will be incorporating the feedback received into the city’s review of the overall project.
