Arcadia’s new residential housing codes for most of the city are out of alignment with the General Plan and the Single-Family Guidelines, regarding issues of scale and mass. The General Plan is supposed to be the “constitution” guiding the city. However, the General Plan is ignored when issues of mass and scale come up regarding residential housing. Arcadia hired a consultant to straighten out the mess and realign the codes and General Plan and the Guidelines. Where is the report? Did we pay for a rabbit hidden in a hat?
